CS Reviews Implementation Of New Criminal Laws In J&K

In a significant development, Chief Secretary Atal Dulloo chaired a high-level Steering Committee Meeting today to oversee the implementation of three new criminal laws in Jammu and Kashmir, enacted by the Parliament in 2023.
The meeting, attended by Principal Secretary Home and senior functionaries Police, and Law Departments, focused on crucial aspects of the transition. Notably present were the Director-General of Prisons and Crime, Director of Prosecution for J&K, Secretary of Law, Director of FSL, and other key officers. Srinagar-based officers contributed via video conferencing, highlighting the widespread importance of the discussion.
Chief Secretary Dulloo underscored the necessity of capacity building and training for personnel. He emphasized the urgency of ensuring that police officers across all wings are well-versed in the new laws. Calling for streamlined coordination, he called for designation of a senior Police Officer as a single point of contact to oversee the implementation process throughout the region. This move aims to expedite the assimilation of changes mandated by the new laws within the prescribed timeframe.
Delving into the operational aspects, CS Atal Dulloo urged the examination of required modifications to the Police Manual. He directed officials to expedite the issuance of necessary Standing Orders to ensure compliance within deadlines. Seeking input from committee members, he emphasized the importance of maximizing the available time to ensure effective implementation.
Principal Secretary of Home, Chandraker Bharti, provided insights into the initiatives undertaken by the local administration. He highlighted three key pillars of the implementation strategy: capacity building and training, assessment of additional manpower requirements, and the need for hardware upgrades and technological interventions.
Principal Secretary Home disclosed the formation of committees and study groups tasked with gaining insights into the new laws and devising a comprehensive roadmap for their implementation in the Union Territory.
Of notable importance are the Bharatiya Nyaya Sanhita, Bharatiya Nagrik Suraksha Sanhita, and the Bharatiya Sakshya Adhiniyam, recently notified by the Ministry of Home Affairs for implementation from July 2024. These laws are set to replace the Indian Penal Code, Code of Criminal Procedure, and the Indian Evidence Act, marking a significant legal transition for the region.
The meticulous review and strategic planning underscore the commitment of Jammu and Kashmir's administration towards ensuring a seamless transition to the new legal framework, safeguarding the interests of its citizens and upholding the rule of law.
