CS Atal Dulloo Pushes For 100% Digital Health Integration under ABDM
Seeks Seamless ABHA-HMIS Integration

Chief Secretary Atal Dulloo on Monday chaired a high-level meeting to review the implementation of the Ayushman Bharat Digital Mission (ABDM) in Jammu and Kashmir, stressing the need for seamless integration of healthcare data and services across the Union Territory.
The meeting was attended by senior officials including the Secretary, Health and Medical Education (H&ME), Abid Hussain Shah; Managing Director ABDM, Anant Dwivedi; Principals of Government Medical Colleges; Director Coordination (Medical Colleges); and other key departmental officers.
Reviewing the ongoing initiatives under ABDM, the Chief Secretary emphasised the urgent need to link individual health records with Ayushman Bharat Health Account (ABHA) IDs, describing it as essential to building a unified, paperless healthcare ecosystem.
He directed concerned departments to expedite the process and ensure full integration of Sehat, ABDM, and the Hospital Management Information System (HMIS) platforms, to allow patients and healthcare providers seamless access to digital health data.
CS also underscored the importance of regularly updating patient health records, thereby eliminating the need for physical documents during hospital visits. “The universal rollout of the ‘Scan and Share’ facility must be implemented across all health institutions,” he said, while also instructing rationalisation of manpower, particularly for crucial data entry functions within HMIS.
To enhance accountability and transparency, the Chief Secretary directed the department to fast-track the Health Professional Registry (HPR) and take strict action against any delay in compliance. He recommended seeking technical assistance from BISAG-N (Bhaskaracharya National Institute for Space Applications and Geo-informatics) to efficiently achieve digitisation goals under the ABDM framework.
Providing an update on digital health progress, Secretary H&ME Abid Hussain Shah highlighted achievements including the digitisation of patient records, integration of radiology reports with ABHA IDs, rollout of ‘Scan and Share’ services, and the operationalisation of the HPR in various health institutions. He assured that the department is committed to full digital coverage within a set timeline.
MD ABDM Anant Dwivedi elaborated on the mission’s three key components; ABHA ID, Health Professional Registry (HPR), and Health Facility Registry (HFR). He noted that Jammu and Kashmir has made notable headway across all three verticals.
As per the latest figures, 94.49 lakh ABHA IDs have been created, covering 69.7% of the target population. All 3,607 public health facilities have been registered under HFR, while 87% of public-sector doctors (6,713 out of 7,730) and all 5,149 public nurses have been registered under HPR.
Moreover, 20.58 lakh digital health records have been linked with ABHA IDs, including 1.44 lakh new records added since May. The JK e-Sahaj HMIS platform is operational in 104 out of 105 identified health institutions. So far, 71.16 lakh ‘Scan and Share’ tokens have been generated.
These milestones reflect the UT administration’s commitment to leveraging digital innovation for improved healthcare service delivery and governance.
In his concluding remarks, Chief Secretary appreciated the department’s progress under ABDM and urged all stakeholders to maintain momentum.
“The objective must be to ensure the complete digital inclusion of every citizen in Jammu and Kashmir’s evolving healthcare system,” he said.
